Kaushal Panjee

The Rural Skills Division under the Ministry of Rural Development (MoRD) is responsible for implementing two flagship skill development programs: Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Rural Self Employment Training Institutes (RSETI). These programs aim to provide skill-based training and livelihood opportunities to rural youth. To strengthen mobilization and skill development efforts, MoRD launched Kaushal Panjee, a digital registration and tracking tool.
This platform helps in identifying, registering, and monitoring rural youth candidates under DDU-GKY and RSETI, ensuring structured skill development. Kaushal Panjee facilitates registration at the Gram Panchayat (GP) level, maintaining data in saturation mode. This enables youth to express their training preferences—wage employment or self-employment. Additionally, Kaushal Panjee integrates data with the Socio-Economic and Caste Census (SECC) 2011 to identify and prioritize candidates from deprived households.
The platform is used by multiple stakeholders, including candidates, employers, trainers, Project Implementing Agencies (PIAs), RSETI, State Rural Livelihoods Missions (SRLMs), and MoRD itself. By providing a structured, citizen-centric, end-to-end solution, Kaushal Panjee has significantly improved the efficiency of rural skill development initiatives, benefiting government agencies, rural citizens, and businesses alike.
